SEADRIF releases $1.1m as Laos floods worsen

More than 375000 people have been affected by heavy rainfall across the country.

The SEADRIF Insurance Company has released an additional payout of $1.1m to help respond to widespread flooding across the Lao People’s Democratic Republic.

The payment was split between the Lao government and the United Nations World Food Programme after heavy rainfall affected more than 375,000 people.

This latest payment brings total disbursements for the current flooding to $2.3m.

An initial payout of $1.1m was delivered on 1 September. The additional funds were processed within two business days of receiving updated impact data from national authorities.

The insurance policy uses a mechanism called the #PEOPLE trigger, which tracks the total number of individuals affected by eligible disasters over time.

Rather than waiting for a single catastrophic event or a lengthier economic loss assessment, funding is released in stages as disaster impact reports cross agreed threshold figures.

The Lao government renewed its two-year sovereign policy with SEADRIF in 2025, securing up to $16m in multi-peril protection.

Under this agreement, payouts activate when official numbers reported by the National Disaster Management Office reach specific levels.

The policy setup and contingency planning are supported by the World Bank alongside two multi-donor trust funds.

In 2026, the World Food Programme adopted an identical trigger structure for a separate policy providing up to $1.1m in coverage.

This created the first joint government and humanitarian insurance model of its kind within the Association of Southeast Asian Nations region.

Payouts to the agency directly fund local emergency operations coordinated with the national government.

SEADRIF CEO Benedikt Signer stated that the structure allows financial support to scale rapidly alongside growing humanitarian needs on the ground.

The company confirmed it will continue monitoring official disaster numbers and remains ready to release further funding if higher thresholds are reached.
