Hong Kong IA to expand risk management hub under Five Year Plan

The plan include insurance-linked securities and specialty cover for precious metals.

Hong Kong’s Insurance Authority (IA) will introduce measures to strengthen risk management following the announcement of the city’s first Five-Year Plan and 2026 Policy Address on 16 September.

Stephen Yiu, Chairman of the IA, said the authority will complement the plan by deepening regulatory collaboration and enhancing the Risk-based Capital Regime to support the establishment of the Four Centres and One Hub.

“IA is committed to nurturing ecosystems for captives and insurance-linked securities, developing specialty insurance catering for commodities including precious metals, expanding underwriting capacity of the Marine Specialty Risk Pool, and advancing the AI Cohort Programme,” Yiu said.

He added that the authority will also encourage the industry to enrich cross-boundary insurance offerings, expand connectivity with the Chinese Mainland, and give full play to Hong Kong’s strategic role as a risk management hub.
