Hong Kong extends mandatory insurance without extra premiums

Policies issued before 31 July previously excluded the port area because of territorial restrictions.

Hong Kong has extended mandatory motor and employees’ compensation (EC) insurance coverage to the Huanggang Port Hong Kong Port Area (HKPA), with no additional cost to policyholders.

The Hong Kong government has signed a legally binding market agreement with all 45 motor and EC insurers to extend coverage to the port area, ahead of its official opening on 12 October 2026.

The Hong Kong Federation of Insurers (HKFI) welcomed the extension, which applies retrospectively from 31 July, when the HKPA was established and came under the jurisdiction of the Hong Kong Special Administrative Region (HKSAR).

Insurance policies issued before 31 July do not automatically cover the HKPA because their territorial limits do not include the port area.

Under the agreement, all relevant pre-existing motor and EC policies will be extended to include the area at no extra cost.

Policies issued on or after 31 July will generally include coverage for the HKPA automatically.

The Financial Services and the Treasury Bureau worked with the Insurance Authority (IA) and the insurance industry to put the arrangement in place before the port’s opening.

The government said the extension would help prevent confusion, ensure policyholders continue to meet mandatory insurance requirements and reduce the administrative burden on stakeholders.

The Huanggang Port Hong Kong Port Area Ordinance came into effect on 31 July. As insurance policies are private contracts, coverage was not automatically extended when the law took effect.

The government therefore negotiated with the industry to expand policy coverage, following a similar arrangement made in 2007 for the Shenzhen Bay Port Hong Kong Port Area.
